I did not thought finding someone or anyone with very details is as easy as finding address of a person in telephone directory until i found one of my friend who i last met 19 long years ago thanks to the world wide web for making our planet such a small place to socialize.... i recently 
found most of my friends who i lost contact after school days or college days, with the help of all the online tools available out there on the internet, below are few online web tools that comes handy, but before going on a mission to find your lost friend or relatives try to note down all the available details before hand as much as you remember, such as their first name, last name, common friends, phone number, workplace or any other available useful details.
1. Search engine:
This is the first and best place to start since google and yahoo has tons of page indexed, there is a better chance you might find background information, phone numbers, addresses or any other relevant information of people you are searching so that you can easily trace them.
2. Social networking:
Facebook, orkut, myspace, linkedin etc are places buzzing with millions of people and any one who uses net alteast to browse will surely might have profile in one of these sites and chances are you might endup finding your friends or missing people you searching easily in these portals, i have found tons of people in social networking just by searching with their first and last name, whats more these sites now a days have automated tools that reads your contacts from your gmail or any other webmail and find or lists peoples that might be your friends or persons you know by performing various lookup that matches your school, college, workplace, neighborhood etc etc.
3. Search directories:
There are many free and paid directory assistance out there which collects information about persons according to country, state, city even work location etc etc most of the times they do it by hooking your friends and requesting by them and many other methods... though the database are not as large as social networking sites, there are good chances you might find a person here.
4. People search engines:
There are lots of people search engines such as google people search, zabasearch, yahoo people search, vitalrec, yellowpages, pipl etc etc these search tools implement various proprietary searching technics to search the web and bring out list people with the matching search criteria though many of them are free few offer premium and paid service.
5. Find people with help of relatives and friends:
This would always be the first choice, if you have a mutual friend or know a relative of a missing person you are searching contact them and try to find more details, recently i found a friend after contacting one of my relatives-->friend-->friend isn't that weird.
bottom line its hard to find a any person on earth/internet unless and until he does not have a valid email address or profile on social networking site, if you know any other way to search a friend or missing person do comment
