Weird forum sign up rules or Hitlerism ?

Have you seen any forum that takes aptitude kinda test for new registrants to qualify/get approved to join their forum? i am browsing the world wide web from early 2001 during this time i have signed up and participated in tons of forums and this is the first time i ever came across a forum that requires the registrants to answer silly questions like "Why do you wish to join team-***" and "Which policy do you feel is the most vital to our community" and after answering your application will be on hold for to review by the panel, if so called the Administrative panel (PHD Holders :P) of the forum think your answers not worthy you wont get approved.

I do not want to mention the name of the discussion forum, all i can say is it is one of discussion forum from India which concentrates on automobile stuff, but when i googled i was surprised to see that they are loads of people who was rejected three to four times in a row still was not able to get in.

Though i was rejected twice decided not to request again and nor wanted to be the part of team-*** i found better forums like theautomotiveindia, yahoo and google answers etc..

below is the mail i got from them

As you might know, the “Why Team-***?” and “Which Policy?” fields play a crucial part in the selection of our Members. We are very particular about the answers you provide in your application, so do give them some thought when applying. Please pay very close attention to the guidelines provided on the registration page, as disregarding any of them will negatively affect your application.

In addition, do note that:

1. You may re-register with the same username & email address that was used in your earlier attempt.

2. The entire forum is open & searchable, even to non-members.

We thank you for expressing interest in joining Team-***, and request you to consider registering again.

I have few doubts for the Team-*** Moderators wish they could answer it:

1. Are you servers not scalable to hold more members?

2. Once the members are rejected, why option to re-apply again, is it the case during the subsequent tries they get enlightened some how?

3. are you guys trying to gain attention or create artificial hype of quality? i have read many of your posts, articles and reviews its standards are more or less similar to that of less restricted forums...

I think these kind of strict rules and stuff does not survive in the long run monopoly does not stands for long time some learn it hard way and some are intelligent enough to take care early.
