Are you not able to see scrollbar in gmail chat then probably you are using the gtalk on web to chat for the first time, this happens to most of them for the first time they use gtalk messenger through browser.... so did google deliberately removed scrollbar from the contact list?
Recently i wanted to migrate from desktop gtalk client to web client because of many features that is not available on the desktop such as invisble mode, video chat, aim integration etc when i started using the gmail chat i first encountered this problem though easy to solve thought of logging into my webblog.
scroll-bar does not appear in gmail gtalk chat because gmail chat by default will show only most popular contacts if you want to see all the contacts in your IM list then..

-->Click on the notch at the top of the WebMsngr as shown in above Pic "A" marked by yellow notch--> Now dropdown menu will show click on "All Contacts" option as shown in above pic "B"
--> once selected you can see the scroll bar automatically displaying if there are more contacts in your gtalk chat list
