are adsense ads displayed based on user google search history ?

Recently i made an important observation that many times google display ads on its publishers webpage based on the users recent google search history don’t know whether my observation was a coincidence but there was a 70% hit... But according to google adsense advertisements are displayed based on ads relevant to the content of the webpage keywords or for targeted advertisements the advertiser chooses the pages to display ads based on the CPM...

below is the Advertisement i got on one of the web page before opening the page i searched for IIT courses, IIT training institutes etc etc but the actual webpage did not had any content about educational relevancy all it had was review on windows mobile 7

this advertisement i got on one of the webpage which was actually selling hair care products i searched about email clients, email plug-in tools for outlook and other sync tools for Thunderbird for a while
though cleared the cookies and cache before each search when i tested it for 11 times to my surprise i got around 7 hits that is ads targeted based on previous search though it was my small observation i don’t know whether it is real or mere co-incidence any webmaster or admin geeks reading this do enlighten us.
